Die Anzahl der j&auml;hrlich zur Verf&uuml;gung stehenden Emissionsrechte wird kraft Gesetzes jedes Jahr verringert. Mit der staatlich festgelegten Obergrenze (Cap) wird politisch entschieden, wie viel CO\u2082-&Auml;quivalente (CO\u2082-&Auml;q) insgesamt h&ouml;chstens emittiert werden d&uuml;rfen. Um die Kostenbelastung f\u00fcr die Unternehmen bei der Einf\u00fchrung gering zu halten, wurden die Emissionsberechtigungen (EUA) zun\u00e4chst umsonst an die Unternehmen vergeben. Tats\u00e4chlich wurden dabei mehr Berechtigungen ausgegeben als ben\u00f6tigt. Die Folge war, dass EUA nicht knapp waren und ihr Preis auf wenige Cent abrutschte, als der Fauxpas \u00f6ffentlich wurde. Auch in den Folgejahren wurde die Menge der Emissionsberechtigungen durch die gro\u00dfz\u00fcgige Anerkennung von im Ausland erbrachten zertifizierten Emissionsreduktionen (CER) nur unzureichend verknappt. F\u00fcr 100 ungenutzte EUA werden im folgenden Jahr 24 Zertifikate weniger auktioniert und stattdessen in die sogenannte Marktstabilit\u00e4tsreserve \u00fcberf\u00fchrt und letztendlich automatisch gel\u00f6scht. Erst, wenn die Anzahl ungenutzter EUA insgesamt unter 833 Millionen f\u00e4llt, k\u00f6nnen die aus dem Markt genommenen Emissionsrechte ohne Gefahr f\u00fcr den Wirkungsgrad gel\u00f6scht werden. Zuvor w\u00fcrde eine L\u00f6schung der automatischen Verringerung der Auktionsmengen entgegenwirken.
